I'll have to do some research about the first use. But I can certainly shed some light on the reasoning behind the phrase. The only reason in the world women wear spikes (f**k-me shoes) is to attract men. So if a woman is a lesbian (or at an age where she doesn't care anymore or, perhaps, just a young woman with good sense), she wears comfortable shoes. There's is another "shoe phrase," "little old ladies in tennis shoes." Same line of thought.
