"have his way with her"

I am seeking the origin and definition of the expression "have his way with her" (or any of its variations: "the City could have its way with them", ...).
I want to use it in a sentence similar to: "The defense will have its way with the prosecutorial team regarding how...".
Any references or other data would be appreciated. I am having a devil of a time location anything useful.
