It's not so much of a "saying" as a literal description, and a useful one too, ans you can use it even if you don't know whether the female in question is the owner of the house, the wife/mother/sister/daughter of the owner, or just the housekeeper, so long as she is the woman who runs the house. It's much used in Ireland, but is not exclusively Irish. (VSD)
