Rhubarb

I was wondering if anyone has ever heard the phrase, Do you think the rain will hurt the rhubarb, and if so
could you please tell me what it means.

I know the phrase as a kind of a joke:

"Do you think the rain will hurt
the rhubarb?"
"Not if it's in cans."

"Well, the cans might rust!"
