Fall of soot

What does the phrase "fall of soot" mean in the context ....."if he has a fall of soot we will have to reconsider our decision"

It doesn't mean anything to me. Could it have been "if he follows suit..."? A volcano, fire, or bomb blast might cause a fall of soot (a rain of fine ashes), but I don't know how a person could have one (unless his hair was on fire).
