It does not require a definition, as it's constructed of ordinary words, and its meaning is clear enough. It's used as sort of a play on words, or perhaps a paradox of a sort. When you are rushing towards the ground, what you see is the ground rushing towards you. Some people never have the chance to report how it felt, but parachutists have a very good notion of how it feels to see the ground rushing up towards them. Probably something similar is the perception of aircraft pilots, especially the pilots of the really small aircraft.
