'til who tied the pup

Does anyone know the origin of the phrase "'til who tied the pup?" My mother used this phrase to refer to an excess of something or something that was of a long duration, as in "After Thanksgiving, we had leftover turkey 'til who tied the pup." It seems similar in meaning to "'til who laid the rails" which has been mentioned in the archives. My mother grew up in Indiana, and it may have been a regional phrase.
