Short Eyes

I was reading a book over the recent holiday called "What do cops know," and in the book they always referred to pedophiles as "Short Eyes." I know there was a play by Pinero by this title, but I'm wondering if anyone knows of the origin or what it means. A grisly topic, I know, but I'm awfully curious.
