Hang the moon

Has anyone ever heard of this phrase and what it means? Is it s commonly know phrase? I have a wager riding on whether or not this is actually a widely known phrase or not. Any help would be greatly appreciated.

I have heard it in the context of: "He thought she 'hung the moon.'" Meaning he thought she was super wonderful. I first heard it in the early 80s -- Kentucky Gov. John Y. Brown Jr. said it about his new wife Phyllis George.
