Cockeyed?

What is the meaning of this 'cockeyed' phrase?

I thought maybe it meant to look cross eyed...or have poor vision. My gandPa used to say...look at that Cockeyed SOB...

The "American Heritage Dictionary" has more definitions:

cockeye . . . A squinting eye.

cockeyed . . . 1. Cross-eyed. 2. Slang. a. Crooked; askew. b. Foolish; ridiculous; absurd. c. Drunk.
