Paper asshole

It seems your phrase has 2 senses:

Those little round sticky thingies that you put on loose leaf paper holes to reinforce their strength in a 3 ring binder are called paper assholes, at least here in the NYC/Long Island area.

I also found your phrase being used as follows:

"As my father-in-law used to say "You sound like a man with a paper asshole?"
In other words, fool, you are talking about things you've only read a little
about, never had any first hand experience with."
