I don't know about the origin, but it sounds like a reply to "well, well, well" and is meant to be a clever way of telling you you've just uttered a meaningless phrase. I knew a guy who, if you started out by saying "Well..." to him, would interrupt and say "'Well', that's a hole in the ground."
