: That's a new one on me. I've heard "New York minute" and "New York second." Meaning everything is faster in NYC including the minutes and seconds. Maybe the phrases are variations.
its not second as in the time period, but as in finishing position. Its used to indicate that one team/person, usually in sport is far ahead of the rest of the field
ie in the 400m its Michael Johnson first and daylight second
