As used these days, the phrase means anything that miraculously supplies resources to alleviate a problem. A quick look in any dictionary - I quote here from Grolier Webster International Dictionary of the English Language - "O.T. (means Old Testament of the Bible)the food miraculously supplied to the children of Israel in the wilderness" would have saved you some time.
