The voice of eternity

In some Asian paintings, Asian goddesses are playing the pan flute or the regular flute. Upon research the meaning is celebration and also a phrase that I would love to have interpreted. I think it is simply beautiful "the voice of eternity, crying to the dwellers in time". Could any one please tell me what this means?
