The metaphor here is that people are looking at a situation "from too close up" or "from a wrong angle" to judge correctly, and so it seems very big and important; they need to take a few steps back and look at it "in perspective", they will see the whole thing "in its true proportions" and find that it's not as big and important as it seems.
