It means that there is an intrigue afoot. It could be a secret meeting or plan, or just some general mystery. "Is Cathy going to apply for the promotion?" "The crow flies at midnight!" The origin is in the use of such random phrases as passwords that can identify two people who do not know each other to each other. I thought it might be from a movie, but I didn't find it on imdb.com. Pamela
