A mouth like a new turning

Please help me understand: "He has a mouth like a new turning." Understanding British English gives this as a derogatory simile meaning someone who talks excessively. Somehow it does not speak to me. I thought it might equate to a mouth like a busy intersection (my concoction). Does a new cross street automatically draw a rush of traffic?
