"to get the heads out on"

Hello,

I would like to know if there is anyone who can help me with this phrase: "to get the heads out on". I will provide you with the context.
Two scientists are examining a tortoise. One of the says: "It is a shy little thing, isn't it?"
The other one replies:"Yeah, very hard to get the heads out on these species."
