It's literal. An area where one is not permitted to go.
As an aside, I know people who operate "assisted living facilities" (please not to call them nursing homes) where elderly people can move into an apartment and live independently, taking the bus tours and outings, then move to another area, for assisted living, and finally to a hospital setting. The staff calls the patients the go-go seniors, the slow-go seniors, and the no-go seniors.
