Do the expressions PLAY TO THE CROWD (previously reviewed) and PLAY TO THE GALLERY correlate in meaning?

They are similar, but the gallery refers to the cheap seats (in the back or in the balcony) where presumably the lower class members of the audience can afford to sit. Thus, using methods that are more crude or obvious, rather than sophisticated or high-brow.
