'one to grow on'

What does the phrase 'one to grow on' means?
(-Only they are dumb enough not to wear seat belt.
- That's one to grow on.

There is a custom (at least in the U.S.) of spanking a person on his birthday -- one lick for each year plus "one to grow on."

Thank goodness I'm not from the US! We get a birthday cake and presents in Australia. Pamela
