It depends how old the text is that you got this from. The original meaning of "luxury" is "lust, lasciviousness", so if that phrase was written an time up to about the end of the 18th century, the writer was talking (and disapproving) about people secretly having illicit sex. If it is more recent that that, you'll have to give us some idea where it comes from and what the rest of the passage is about.
