The monkey and a/the football

Someone said this to me recently:

"...just another case of a/the monkey and a/the football."

Nobody I know what it means...do you?

Someone was trying to be discrete about the phrase "like a monkey f-ing a football". Generally refers to something done extremely ineptly or clumsily, or something that shows a lot of effort but no useful outcome. RRC
