"Part" here is used in the sense of "role in a play or film". When casting a production, the director might say of an actor "not him, he's a good actor but he just doesn't look the part" - i.e. his face doesn't suit the role. In a more general sense, we say that somebody "looks the part" if they are dressed or equipped appropriately and convincingly for something.
