Bossy boots

Does anyone know the origin of the phrase 'bossy boots'?

Sounds like something you would call a child: "Little Miss Bossy Boots", in perhaps a playfully condescending way. I don't know if there's any way of knowing who first thought of it.

"Bossy Boots" is the title of a Sponge Bob Squarepants episode (an American cartoon aimed at preschool through adult viewers), but thefreedictionary.com lists it as "British & Australian informal".
