Although this is undoubtedly a phrase, it is not a commonly used one or a saying. How do you use it? Well, you must have heard or read it somewhere. That's how you use it. I expect some writer put it in a sentence like, "Living in dull rooms for thirty years had made him dull." A dull room would be one without any points of interest, without any vivid colors, without a character. SS
