US postmark

I am trying to decipher a phrase used by the U.S. Post office as its postmark. I don't know if it's English; I think it might be Latin and I can't read all the words because of blurred typeface. It goes like this: Veterans' Week Se--e(?) Mie(?) des anciens combattarra. Can anyone help me on this one?
