Two-Time Loser?

Originally the term "two-time loser" referred to criminals. In the 1950's, apparently, it also came to refer to something/someone else, what was it!??

The term was used to designate a twice-convicted felon, at grave risk of greater punishment if convicted a third time. It was/is also used to denote a person twice divorced... facing the same consequences.
