I've set the cat among the pigeons

There was a friend in the UK who used this expression every time he had done something which stirred up the situation -- stirred the pot. He would gloat and look forward to the reactions from whatever group of people was involved. It seems to mean that he had upset the situation to see how it would all finally resolve itself ---- is this a typical UK expression?
