I spoke too soon -- actually, the OED, while it doesn't have that exact phrase, notes a sense of mantle as a "duty or position of responsibility," etc. and says "Originally used with allusion to the passing of Elijah's mantle to Elisha (2 Kings 2:13), understood allegorically. "
