A guess. One of the ways to disguise a message is to 'scramble' the text. The Enigma machine in WW2 was a superb example of this type of disguise. Such messages looked like utter rubbish to the uninitiated. Thus, if someone makes such a mess of using a computer, then they could be thought of as 'scrambling' their efforts.
