1. "How much did you pay for that hat?" "That's for me to know and you to find out." It's just another way of saying, "I am not telling you" or "It's none of your business."
2. I don't know the poem. But it would mean the person's thoughts were jumbled, confused, convoluted. The person wasn't thinking clearly and logically.
