According to my brother, who has supposedly witnessed this act... It is a term used to describe a sex act, in which a young girl (small) sits in a basket which has a large hole cut out of the bottom of it, and is attached to the ceiling by bungie cords, and she is wound up like a balsa wood airplane, with a rubber band powered propeller, and placed.. in your.. um.. lap and then the basket is let go.. "Weeeeeeee....."
