Ducking and weaving are boxing terms--a prize fighter will duck his head and weave his torso to avoid being punched by his opponent.

So when a politician or speaker fields direct and possibly difficult questions from an audience he or she will sometimes have to "duck and weave" from the question to avoid having to answer what could be painful or embarassing in some way.
