Two fools quotation

I found many sources ranging from some ol' standbys--"An ancient Jewish/Chinese/Japanese/Russian proverb"-- to a Mr. Bob Katz!
By sheer numbers it seems the winner is Wiliam Ralph Inge (1860-1954).
I do not stand by this so if anybody has REAL proof please let us know.
