Beauty is as Beauty Does?

What does this mean??:

That what beautiful people do is "beautiful"? Sort of a halo effect? If a "star" wears a fashion, is it therefore "the next big thing"?
Or,
Is it that when you do "beautiful" things, you are then, therefore, beautiful? That you become beautifull by acting beautiful.

As my Grandmother used to say; "That woman was so ugly... until she opened her mouth."

Meaning = While one may be physically unattractive, a delightful personality makes one beautiful.
