Is it a correct observation that in England, after any, usually singular form is used e.g. Do you have any question? while in North America, plurual form is always used after any e.g. Do you have any questions? Thanks.

Do, that's not correct. In England we use 'any questions?'. There's a long-running radio programme with that name too.
