I've never seen the phrase, but cork has long been used in prosthetics and sometimes still is. Cork is waterproof (hence its use to stop up bottles of wine), and very light. While other light and waterproof materials are more used today in prosthese than cork, the latter can provide more comfort in some locations in prostheses, especially for children, than other materials can.
