: I would like to say the flag is "flapping" in the air. However, somoen told me it's better to use "hovering" instead?
: Is it true?
Wouldn't have said 'hovering' personally - it seems to imply that it is somehow unsupported. Don't flags generally 'wave'? I don't think that 'flapping' could be objected to but I would use it to suggest the action of a flag in a higher wind than that which caused mere waving.
