The suffix "-ass" is an intensifier, indicating increased emphasis. That's one mean-ass dog. I got pulled-over by some tough-ass cop. However, "-ass" is not always pejorative, e.g., that's a bad-ass car , or, it was a bad-ass concert.
-ass is definitely not considered proper or suitable for polite company. It's more for the boys on the skateboard than the men in the boardroom.
