: : : : : I am not 100% on this but I think Mr. Clancy is talking about a sexual preference.
: : : : : A "chicken" is usually an underage person and the "basket" refers to some type of bondage/S+M thing. Some vacation tour firms, mostly here in the US and Germany, put together special vacations for pedophiles to visit Asian countries where these type of predilections can be purchased.

At times, things can be remarkable simple: the reference is to the man's sexual performance with a female prostitute. The phrase probably refers to a female in some type of basket or seat, who lowers herself onto the man, and spinning until he reaches an orgasm..
