Mantle in this case refers to a garment rather like a cape or cloak which is/was worn as a symbol of authority or position. In the Bible, when Elijah was taken up into heaven, Elisha "took up also the mantle of Elijah that fell from him" (2 Kings 2:13 KJV) thus taking Elijah's place. Also see:
