: 'A dog who attends a flea circus most likely will steal the whole show'.

When one of the minor performers receives more attention for their performance than the stars, that performer "steals the show", e.g. if the actress playing the maid gets more laughs than the lead actress in a comedy, the maid has stolen the show.
If a dog attends a flea circus, the "performing" fleas (if they are actually alive and not glued to the apparatus of their acts as is usually the case) will hop on to the dog. When the dog leaves, he will literally "steal the show" as the fleas will leave with him.
