If the question is, when was that exhortation first used in the public media, it is hard to imagine that anyone reading this page is going to find an answer. One thing I'm confident of is that it antedates television, although Dean Martin certainly gave it a big audience on his TV show. Since early radio would put it at 1929 at the earliest, let's call it early radio, sometime before World War II. That's only a guess, of course.
