: On US envelopes, it means the sender will pay the Postal Service to return an undelivered letter.

The purpose being that the content or subject matter of the letter is such that the sender really wants to know that the person did not receive it--usually to create an evidentiary record for legal purposes. For example, it is always used when re-newed credit cards are sent out to a customer or when the DMV (Dept of Motor Vehicles) sends out a license or car registration renewal, etc. That sort of stuff.
