Downside vs upside

A popular metric for decision making is comparing the upside of a decision (its possible positive outcomes) to the downside (the negative consequences) of the decision or event.
Recent news item demonstrates --- the headline -- "Asteroid on Track to Hit Earth in 2029" --- the body of the article said that this event would solve the Social Security problem.
