The city for wealth, the country for heath

What would be the meaning of this phrase: "The city for wealth, the country for heath"?

Let's assume you're thinking of health not heath.
There are jobs in the city that are very well paid, but they come with a lot of stress. The country is more relaxing, but jobs are less well paid. There's also more pollution and disease in the city.
