I've never heard this one before, but I like it, and I'm going to use it. I think it means, if you've got nothing better to do, then at least do it well, or work hard at it. Sort of... don't just sit around doing nothing - find something useful to do.

Or alternatively, if you actually have spare time available, make the best of it.
