I've never heard it in the U.S. I've heard "losing your s**t," meaning losing one's temper. Crude individuals say someone is "on the rag" meaning a person is grumpy because of the hormonal fluctuations of the monthly cycle. It's said to men and women. "Ragging" is fussing about something.
